​​​​​His Majesty Isa bin Salman Al Khalifa, then Emir of the state of Bahrain, issued the Royal Decree number (2) for year 1975 to establish the Supreme Council for Youth & Sports under the presidency of His Highness Hamad bin Isa Al Khalifa, Crown Prince Supreme Commander to draw overall policy for youth & sports programs aiming to achieve the total integration of all sectors of youth & sports sectors with the aim to build the good citizen: socially, physically and intellectually. ​


​Then the decree number (5) for the year1983, came as an amendment to the Royal Decree number (2) for year 1975 to establish the Supreme Council for Youth & Sports, to establish the General Organization for Youth & Sports (GOYS) that reports to the Supreme Council for Youth & Sports which was considered the executive body to the Supreme Council and acted as its General Secretariat specialized in suggesting and executing p​lans, projects and programs related to serving the children, youth & sports in line with directives and recommendations of the Supreme Council for Youth & Sports in collaboration ​with the relevant bodies and institutions in these sectors; it also contributed in delivering and equipping youth & sports facilities, providing the needed technical teams, preparing and training the young leaderships.​

In 2010, the decree number (33) for the year 2010 was issued to amend some clauses of the decree n​umber (5) for the year1983 - the amendment to the Royal Decree number (2) for year 1975 to establish the Supreme Council for Youth & Sports – which assigned to the General Organization for Youth & Sports (GOYS) to oversee the Youth & Sports sector, the youth centers, the national clubs and the associated projects and facilities.

In 2015, His Majesty Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, issued the Royal Decree number (27) for the year 2015 to appoint a Minister for Youth & Sports Affairs to oversee the General Organization for Youth & Sports and the Royal Decree number (35) for the year 2015 to dissolve the General Organization for Youth & Sports whereas the Ministry of Youth & Sports Affairs - or the body to be assigned by a decree - will assume GOYS responsibilities as mentioned in the decree number (5) for the year1983 about amending the Royal Decree number (2) for year 1975 to establish the Supreme Council for Youth & Sports following the rules, regulations, decisions and systems followed in Bahrain and transferring all GOYS employees - while maintaining their ranks rights and benefits - to the Ministry.
