Youth Rights to Access Government Information

The Ministry of Youth Affairs in the Kingdom of Bahrain is committed to enhancing transparency, accountability, and public participation by regulating access to information held by government entities related to youth. This commitment is based on Decree Law No. (16) of 2014, which classifies government information into the following categories:

  • Top Secret: Disclosure may seriously threaten national security or the sovereignty of the state.

  • Secret: Disclosure may harm national security or the interests of the state.

  • Restricted / Limited Secret: Disclosure may cause limited harm to public interests or government operations.

Information not falling within these classifications is considered public information and may be accessed, provided it does not conflict with laws and regulations protecting national security and data integrity. In 2023, Decree Law No. (14) was issued to amend certain provisions of Decree Law No. (16), thereby strengthening information governance through the establishment of a National Data Center to securely and coherently store and manage all state data.

 

Open Data Policy and Youth Empowerment

As part of its digital transformation efforts, the Ministry of Youth Affairs has adopted an Open Data Policy, which encourages the publication of non-sensitive data for public use. This data serves innovation, research, and informed decision-making across various sectors. Youth can access this data through the National Open Data Portal, empowering them to innovate, launch new initiatives, and actively contribute to community development.
