The Ministry of Youth Affairs is the government entity responsible for youth-related matters in the Kingdom of Bahrain. 

It operates in alignment with the strategy approved by the Supreme Council for Youth and Sports. Through its various departments, the Ministry focuses on enhancing youth participation in national and international platforms, while striving to discover, refine, and showcase their talents, highlight their achievements, and empower them through specialized programs that support skill development and provide leadership opportunities.  

As part of its commitment to expanding opportunities for young people, the Ministry collaborates with local and international organizations to provide resources and platforms that enable youth to excel and actively contribute to the social and economic advancement of the Kingdom of Bahrain.

1975

The establishment of the Supreme Council for Youth and Sports

A Royal Decree No. 2 of 1975 was issued by His Highness Shaikh Isa bin Salman Al Khalifa, the then Emir of the Kingdom of Bahrain, establishing the Supreme Council for Youth and Sports, chaired by His Highness Shaikh Hamad bin Isa Al Khalifa, the then Crown Prince and Commander-in-Chief of the Bahrain Defence Force. The Council is responsible for formulating the general policy for youth and sports programs, aiming to achieve integration in the various fields of youth and sports activities to develop a well-rounded citizen, both socially, physically, and intellectually.

The establishment of the General Organization for Youth Sports

Royal Decree-Law No. (5) of 1983 was issued amending Royal Decree No. 2 of 1975 regarding the establishment of the Supreme Council for Youth and Sports. This decree led to the creation of the General Organization for Youth & Sports, which operates under the Supreme Council for Youth and Sports and serves as its executive body, handling its general secretariat duties. GOYS is responsible for proposing and implementing plans, projects, and programs related to childhood, youth, and sports services, in accordance with the decisions and recommendations of the Supreme Council for Youth and Sports, in collaboration with relevant agencies and organizations in these fields. Additionally, it contributes to the provision and development of youth and sports facilities and the supply of necessary technical personnel, as well as preparing and training youth and sports leaders.

The oversight of the General Organization for Youth & Sports over the youth sector, youth centers, national clubs, and related facilities and projects

Royal Decree-Law No. 33 of 2010 was issued amending certain provisions of Royal Decree-Law No. 5 of 1983, which itself amended Royal Decree No. 2 of 1975 concerning the establishment of the Supreme Council for Youth and Sports. This decree assigned the General Organization for Youth & Sports the responsibility of overseeing the youth sector and related affairs, including youth centers, national clubs, and facilities and projects associated with them.

The establishment of the Ministry of Youth and Sports Affairs

A Royal Decree No. 27 of 2015 was issued by His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, appointing a Minister for Youth and Sports Affairs, who would oversee the General Organization for Youth & Sports. Later, Royal Decree-Law No. 35 of 2015 was issued, abolishing the General Organization for Youth & Sports. According to this decree, the Ministry of Youth and Sports Affairs, or another relevant authority to be designated by decree, would assume all the responsibilities previously held by the General Organization for Youth & Sports, as outlined in Royal Decree-Law No. 5 of 1983, including oversight of national clubs, youth centers, and youth and sports facilities.

Establishment of a Dedicated Ministry for Youth Affairs and Separation of the Sports Sector - 2022

Through this decree, the ministry became responsible solely for youth affairs. This separation came as part of the vision of the Supreme Council for Youth and Sports to divide the youth and sports sectors, allowing the ministry to focus more effectively on youth-related matters — especially after the General Sports Authority took over responsibility for the sports sector in 2021.
