Minister of Youth Affairs

She holds a Bachelor's degree in Management Accounting from the New York Institute of Technology (NYIT), a certification from the Association of Chartered Certified Accountants (ACCA), and was awarded the Level 3 Certificate in Leadership and Management from The City and Guilds of London Institute. Additionally, she was among the top three graduates of the National Program Lame’a. She has professional experience at the National Bank of Kuwait in Bahrain, where she worked in the Credit Review sector. She also worked at Bahrain Development Bank, starting in the Business Investments Unit, then moving to the Financial Controls Department, and eventually becoming the Manager of Credit Review. Her Excellency was appointed as the Chairperson of the first Board of Directors of the former Lame’a Authority.

Director, Communication and Marketing

Holds a Bachelor’s degree in Mass Communication from the University of Bahrain – College of Arts – Department of Media, Tourism, and Arts. He currently serves as the Director of the Department of Communication and Marketing (2023-2024). He has been working at the ministry for 15 years, during which he held various positions, including Director of the Department of Youth Empowerment (2021-2023), Head of Youth Empowerment Centers Programs, Head of Cultural Activities, Acting Head of Salman Cultural Center, and a member of the Supreme Committee for Media and Communication.

He has over 12 years of experience in hosting and presenting events and occasions in front of prominent figures in the Kingdom and has worked on preparing and presenting programs and reports on Bahrain Radio and Television for more than 10 years. He was awarded the National Service Medal (2023) by His Majesty the King of Bahrain, and he received the Distinguished Youth Award as one of the most prominent youth figures in the Gulf Cooperation Council (GCC) countries – State of Qatar in 2015.

The directorate is responsible for developing and implementing strategic and operational plans related to the ministry’s media, marketing, and promotional affairs across various media platforms. It also organizes the ministry’s events, manages the reception of high-profile guests, and oversees the administration of social media accounts. Additionally, the department monitors all news related to youth affairs at the local, Arab, and international levels and participates in the preparation and documentation of agreements and memorandums of understanding.

Mr. Faisal Isa Alkhayyat

Director, Policies & Strategic Planning

Faisal Isa Alkhayyat currently serves as the Director of Policies and Strategic Planning at the Ministry of Youth Affairs in Bahrain. In this role, he is responsible for developing institutional policies, establishing performance measurement systems, and enhancing the integration of strategic planning across the Ministry. He was appointed to this position by Royal Decree from His Royal Highness the Crown Prince and Prime Minister in April 2025.

With over 13 years of experience in strategic planning, policy development, and quality management across both the public and private sectors, Faisal has built a solid track record in institutional transformation.

He holds a Master’s degree in Business Administration (2016) and a Bachelor’s degree in Accounting and Finance (2012) from Ahlia University, both awarded with First Class Honors with Distinction.

Prior to joining the Ministry, he served as the Chief of Policies and Performance at the Bahrain National Anti-Doping Organization (BNADO) until April 2025, where he contributed to the development of quality systems and compliance with international standards. He also previously held the position of Chief of Continuous Learning Development at the Institute of Public Administration from 2012 to 2024.

Throughout his career, Faisal has received several notable awards and recognitions, including the GCC Youth Excellence Medal, the Her Highness Shaikha Hessa bint Salman Al Khalifa Award for Youth Voluntary Work, and the Employee of the Year Award at the Institute of Public Administration.

The directorate is responsible for developing and enhancing detailed strategic policies and plans for the ministry, as well as reviewing the executive plans for projects and programs. It also works on evaluating and improving institutional performance to increase efficiency and productivity, promoting a culture of performance enhancement in accordance with approved standards, and preparing reports and performance analyses.

Mr. Marwan Fouad Kamal

Undersecretary of the Ministry of Youth Affairs

Holds a Master’s degree in Business Administration from the University of Glamorgan (New South Wales), United Kingdom, in 2009, and a Bachelor’s degree in Business Administration from the Arab Academy for Science, Technology, and Maritime Transport, Egypt, in 2003. He currently holds the position of Undersecretary at the Ministry of Youth Affairs (2023). He has worked in the youth and sports sector for over 25 years, progressing through several positions in the General Organization for Youth and Sports and the General Secretariat of the Supreme Council for Youth and Sports, where he was appointed Director General of Planning and Resources in 2019. 

He was awarded the First-Class National Work Medal by His Majesty the King in 2022 and received the Employee of the Year award in 2011 from the General Secretariat of the Supreme Council for Youth and Sports. 

He chairs several committees at the Ministry of Youth Affairs, including the Equal Opportunity Committee, the Review and Adjustment of Performance Evaluation Results Committee, the Incentives and Rewards Committee, the Quality and Development Committee, the Grievance Committee, the Occupational Health and Safety Committee, and the Internal Bidding and Procurement Committee at the General Secretariat of the Supreme Council for Youth and Sports. 

Mrs. Mariam Isa Awadh

Mrs. Mariam Isa Awadh

Director, Human and Financial Resources

Holds a Master’s degree in Office Management from Ahlia University (2005) and a Bachelor of Science in Office Management from the College of Business Administration, University of Bahrain. She currently serves as the Director of the Human Resources and Financial Management Department at the Ministry of Youth Affairs (2023).

She has over 20 years of experience in the youth and sports sector, having held various positions at the General Organization for Youth and Sports, most notably as Head of the Human Resources Department within the Human Resources and Financial Management Directorate. She later moved to the General Secretariat of the Supreme Council for Youth and Sports (2011) and was appointed Director of the Planning, Policies, and Monitoring Directorate (2021). In 2023, she joined the Ministry of Youth Affairs as Director of the Youth Empowerment Department.

The directorate is responsible for implementing human resource procedures such as recruitment, promotions, leaves, and others in accordance with the regulations of the Civil Service Bureau. Additionally, it prepares the ministry’s general budget plan and applies financial systems and procedures. The department also oversees the management of the ministry's general services.

Mr. Khalid Ahmed Alkhalufi

Director, Information Systems

Holds a Bachelor's degree in Computer Engineering from the University of Bahrain and currently serves as the Director of Information Systems at the Ministry of Youth Affairs. His professional career began in 2011 as a Senior Network Officer at the Ministry of Housing, where he later became the Head of the Networks and Information Security Group. In 2018, he moved to the Urban Planning and Development Authority, where he served as Head of the Information Systems Department and Acting Director of Financial and Human Resources. In 2023, he was appointed to the Ministry of Youth Affairs.

The directorate oversees the IT infrastructure of the ministry and is responsible for establishing and developing policies, plans, and standards related to information systems. It also manages information security and confidentiality processes and ensures their protection. Additionally, it provides technical support and IT consultancy to information system users within the ministry

Director, Events & Program

Holds a Bachelor's degree in Mass Communication from the University of Bahrain (2009). He currently serves as the Director of the Events and Programs Management Department (since 2020). Al-Mir has been working in the ministry for over 15 years, during which he has held several positions, including Head of the Creativity Center (2013-2020). He has planned, implemented, and supervised numerous local and international youth programs, such as the "2030 Youth City," a variety of international conferences, global awards, educational and volunteer workshops, and international youth sector agreements. Additionally, he has led multiple youth delegations abroad, most notably for Expo 2020 in Dubai, United Arab Emirates. He also chaired the Gulf Youth Media Committee from 2017 to 2021.

The directorate is responsible for developing, implementing, and monitoring operational plans and programs related to local and international youth activities, as well as hosting events and conferences in the field of youth. Additionally, the department is tasked with preparing and selecting youth delegations to participate in external programs based on established criteria and requirements.

Mrs. Shaikha Abdulla Buti

Director, Youth Enabling

Holds a Master’s degree in Business Administration from the Arabian Gulf University in partnership with ESSEC Business School in France (2014) and a Bachelor’s degree in Management Information Systems (2006). She has been working in the youth sector since 2016 and currently serves as the Acting Director of the Youth Empowerment Department, Head of Model and Specialized Youth Centers at the Ministry of Youth Affairs, and Director of the Bahrain Science Center.

She previously held the position of Director of the Muharraq Model Youth Center (2018-2021), Director of Hamad Town Model Youth Center (2021-2024), and Head of the Salman Cultural Center (2016-2018). Additionally, she worked at the Bahrain Institute of Public Administration (BIPA) from 2009 to 2015, following her experience in the banking sector at the National Bank of Bahrain (2006-2008).

The directorate works to provide a suitable environment for youth, encouraging them to develop their innovative and creative abilities and contribute to community service in accordance with operational plans and programs related to youth empowerment. It also aims to attract talented youth in various fields and prepare them to participate in local, regional, and international forums.

Mr. Hashem Abdulrahman Alkooheji

Holds a Bachelor's degree in Media and Public Relations from the University of Bahrain. He currently serves as the Director of the Support and Services Department at the Ministry of Youth Affairs (2023-2024). With 16 years of experience at the ministry, he has held various roles, including Head of External Youth Activities and Head of Youth Center Support.

Hashim has received several accolades, including the Distinguished Employee Award (2009) and the Employee of the Year Award (2010). He was honored with the Distinguished and Creative Gulf Youth Award by His Highness Sheikh Sabah Al-Ahmad Al-Sabah, Emir of Kuwait (2014). He was also awarded the Excellence Medal, Second Class, by His Royal Highness Prince Abdullah bin Mosaad bin Abdulaziz Al Saud, President of the General Authority of Youth Welfare (2016), and the GCC Youth Work Medal by His Highness Sheikh Nasser bin Hamad Al Khalifa, His Majesty’s Representative for Humanitarian Work and Youth Affairs (2022).

The directorate is responsible for reviewing, evaluating, and approving the annual plans for programs and activities proposed by youth centers, entities, and associations under the supervision of the ministry. It also follows up on all their requests and assesses the subsidies provided by the ministry to these centers, entities, and associations. Additionally, it oversees financial and administrative auditing for them.
